Proposed on April 22, 1970, Saemaul Undong started as a government policy and developed into a pan-national movement. Saemaul Undong can be divided into three main stages based on its implementation system and characteristics.
 
Stage 1 (1970s): Government Execution Stage (1970~1980)
-Gained reputation as an international community development model
- The Korean government pushed forward Saemaul projects
- Poverty reduction, rural area modernization, national development
- Gained reputation as an international community development model
 
Stage 2 (1980): Private & Public Sector Execution Stage (1981~1989)
- Named as Korea's representative national movement
- Established National Council of Saemaul Undong Movement in Korea (NGO) (1980.12.1) in order to develop into a private
   sector movement.
- (Divided roles): Saemaul Undong was mainly implemented by the private sector under the guidance of the National Council
   of Saemaul Undong Movement in Korea, while the Korean government gave administrative and technical support.
- Saemaul Undong Department under the Ministry of Internal Affairs changed its title to National Movement Support
   Department (1988. 12.31), the term "Saemaul" was deleted from the main government system.
 
Stage 3 (1990s~): Private Sector Implementation Stage (1990~ current)
- Korea’s largest social service organization
- Saemaul Undong was reborn as a civil movement and the National Council of Saemaul Undong Movement in Korea
   expanded its role to become Korea’s largest social service organization.
- National Movement Support Department changed its title to Social Promotion Department in April 21, 1994, and later
   changed its name to Civil Cooperation Department
